You take one asphalt road. spread oil/tar all over it and then dump several tons of crushed stones all over it. Let it sit for several days allowing cars to get chipped and cyclists to potential wreck, and then you take a steam roller over it. I have NO idea what this is suppose to do, other than get rid of a surplus of crushed stone.
